Neighbors have expressed their horror after discovering a quiet suburban couple allegedly shackled their 13 children to beds in a filthy room, before a teenage girl escaped, called the police and saved her siblings. David Allen Turpin, 57, and Louise Anna Turpin, 49, were arrested at their home in Perris, California, on Sunday after their children - aged between two and 29 years old - were found padlocked and chained inside a foul-smelling room, according to police. Riverside County Sheriff's Department began investigating after a 17-year-old girl freed herself, escaped the home and called the police on a cell phone she stole from inside the property on Sunday morning, cops said. The girl's 12 siblings were then discovered by officers, who charged their parents with torture and child endangerment.
